LOCAL MEASURES

MEASURE J: Antioch Unified School District: $595.5 million bond measure for school facility upgrades. Requires 55 percent voter approval. NO POSITION

MEASURE K: West Contra Costa Unified School District: Five-year extension (through 2017) and increase of parcel tax from 7.2 cents per sqare foot to 10.2 cents per square foot. Requires two-thirds vote. RECOMMEND VOTING NO. This district has had a history of excessive taxes and bonds. Even the Contra Costa Times opposes this measure.As the Times pointed out, a home with a tax value of only $215,000 would be paying school taxes of $739.

MEASURE L: City of Antioch: Would change the city clerk and treasurer from elected to appointed positions. Requires simple majority. NO POSITION

MEASURE M: City of Antioch: Would convert elected mayor to a rotating position from among members of the City Council. Requires simple majority. NO POSITION

MEASURE N: City of Hercules: Sale of Municpal Utility (electrical). Requires a two-thirds vote. NO POSITION

MEASURE O: CIty of Hercules: Four-year, 1/2-cent sales tax to fund city services. Requires a simple majority. NO POSITION

MEASURE P: City of Pittsburg: 10-year sales tax (1/2 cent for first five years, 1/4 cent in the second five years) to raise money for city services. Requires simple majority. NO POSITION

MEASURE Q: City of San Pablo: 10-year sales tax (1/2 cent for five years, then a 1/4 cent for five years) to raise money for city services. Requires simple majority. NO POSITION

MEASURE R: Crockett Community Services District: Increase in the $50 recreation per parcel tax to $110 for maintenance of the area’s parks. Requires two-thirds vote. NO POSITION

MEASURE S: East Contra Costa Fire Protection District: $197 parcel tax which can increase up to $250 per parcel in 10 years. Requires two-thirds vote. RECOMMEND VOTING NO. See the special section on Measure S. Voters said in a district poll they would support a $96 tax. Instead the district board decided to go with a 30% staffing increase, and then threaten the voters with station closure if they fail to pass it. Bad government.


STATE MEASURES

PROPOSITION 28: CONSTITUTIONAL AMENDMENT that limits service in the state legislature to 12 years to be served in either house. NO POSITION.

PROPOSITION 29: INITIATIVE that would add $1 per pack tax on cigarettes that would be used for cancer research. RECOMMEND VOTING NO. We are philosophically opposed to ballot box budgeting that directs tax revenues to a specific purpose instead of the general fund. This measure also puts control of this money under another unelected bureaucracy and essentially prevents amending this act for 15 years and then only via a two-thirds roll call vote of the Legislature and it must be "that is consistent with the recommendations of the committee."
